This specific frame was built up by overlaying 127 RLE-compressed chunks over the previous frame.

As with most Visage animations, this scene shows a single still background on which a lot of objects animate, mostly in small loops of about 3-10 frames. The scene also contains multiple animations that are used several times on the image (like on the windows to the right of the red cross), since the animation format's chunk-based compression means these animations only need to be stored once.
