I've been hacking Microprose F-15 Strike Eagle III on and off for almost 10 years. I haven't released any tools yet, but I've been documenting the file formats at http://strikeeagleeye.sourceforge.net/ and have a lot more notes to integrate into that documentation. I don't think it was a very popular game, though, so I'm not expecting much interest :)
