Customisable flag?

The article mentions "The RLE flag word can also be chosen to be less likely to appear in the data". Is this supposed to imply "on game design level"? Because nothing in the article mentions that the format allows specifying the decompression flag. -Nyerguds (talk) 09:14, 4 December 2022 (GMT)
